Trade Compliance Program Manager

Primary responsibility is for executing strategic export compliance initiatives. Mentor and coach the Compliance Team in order to fulfill the demands and responsibilities of the Compliance Department. Lead cross-functional teams on strategic compliance initiatives. Establish local and global compliance policies and procedures in accordance with Medtronic's seven (7) compliance elements. Conduct compliance audits to assess cross-company compliance levels. Manage Regulatory changes, including U.S. Census, BIS, OFAC and other Government Agencies.
This position may reside in any Medtronic office in the US.
A Day in the Life
Responsibilities may include the following and other duties may be assigned.
Strategic planning for achieving Compliance goals and initiatives.
Develop and implement procedures to achieve expected compliance levels.
Provide leadership through mentoring and coaching to the Compliance Staff.
Proactively manage policy changes by remaining current with Customs and Border Protection, Food and Drug Administration and other government agency regulations.
Conduct compliance audits across Medtronic facilities to identify export compliance risks and develop corrective action plans to address gaps.
Establish meaningful metrics and conduct data analysis to report department export compliance program metrics.
Responsible for timely and accurate responses to government inquiries related.
Provide trade compliance technical expertise to company personnel and suppliers.
Responsible for planning, initiating, monitoring, tracking and/or prioritizing compliance projects and process improvement initiatives, and facilitating successful, on-time and within budget execution.
Sets clear direction and management that aligns with defined practices and policies and enhances the compliance, quality and/or privacy programs including development, implementation, and management of standardized core program elements such as oversight and governance, written standards and procedures, technology, training and change management communication.
Partner with and work closely with other departments, including but not limited to Quality, Supply Chain, Quality, Regulatory, Finance, and Legal to ensure program execution to achieve business goals within internal and external compliance requirements.
Directs day to day activities for multiple work-stream teams through managing project plans, resourcing, status reporting, resolving issues, identifying project risks and accountability for deliverables across multiple functional organizations.
Works effectively in a dynamic and changing environment
Responsible for project performance, risk management, administration, financial management, budgeting and issue resolution.

Must Have: Minimum Requirements
Bachelor's Degree
5+ years' experience in export, international trade and/or export trade law or compliance with Bachelor's Degree; or, 3+ years' experience with an advanced degree
Experience with MS Office
Knowledge and understanding of Bureau of Industry and Security laws and regulations
Working knowledge and experience in export compliance, policies, audit procedures, HTS classification and ECCN
Program or project management experience
Experience implementing and overseeing compliance with antiboycott procedures and processes
Familiarity with conduct and language that is prohibited and/or reportable in accordance with U.S. Antiboycott Laws.
Understanding of HTS and ECCN
Understanding of U.S. Customs & Border Protection (CBP) CROSS system application
Experience working with other government agencies, especially BIS and similar agencies globally
Familiarity with 31 Code of Federal Regulations (31 CFR)
Familiarity with 15 Code of Federal Regulations (15 CFR)
Experience with U.S. Customs and Border Protection (CBP), Export Administration Regulations (EAR), U.S. Treasury Office of Foreign Asset Control (OFAC), Bureau of Industry and Security (BIS) and Customs Trade Partnership Against Terrorism (C-TPAT)
Nice to Have
Bachelor's Degree in International Trade, Supply Chain, Finance, Tax, Accounting or Business Administration
Prior corporate legal experience
Experience in dangerous goods/hazardous materials transportation regulations
Familiarity with the Tax Reform Act (TRA)
Familiarity with 19 Code of Federal Regulations (19 CFR)
Problem solving, innovation, critical thinking skills
Detail oriented with strong analytical, administrative and organizational skills
Experience in global markets and matrixed organizations
Experience in the medical device industry is a plus
Knowledge of SAP Global Trade Services (GTS) is a plus
Trade expert, with demonstrated expertise in both import and export Compliance.
Self-motivated and possess ability to handle multiple tasks in a fast paced and changing environment
Experienced in data analytics
Experience in developing project plans, meeting deadlines and managing diverse stakeholders
Comfortable with fast-paced, shifting priorities
Excellent written, interpersonal, collaboration and communication skills
Detail oriented, quick learner, well-organized and able to process large volumes of data and information
High proficiency with MS Excel ? data analysis, VLOOKUP, data manipulation, pivot tables, formulas and macros
Proficiency with SharePoint and other web-based platforms
U.S. Licensed Customs Broker and/or Certified Export Specialist
Understanding of 21 Code of Federal Regulations (CFR)
Ability to work with middle and upper management to meet expectations
Ability to work independently with minimal supervision
Effective time management/prioritization skills
Proven problem-solving and decision-making skills

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
